The Bureau of Indian Standards (BIS) is the national Standards Body of India working under the aegis of Ministry of Consumer Affairs, Food & Public Distribution, Government of India. It is established by the Bureau of Indian Standards Act, 1986 which came into effect on 23 December 1986. The Minister in charge of the Ministry or Department having administrative control of the BIS is the ex-officio President of the BIS.
For foreign manufacturers
Foreign manufacturers of products who intend to export to India also may obtain a BIS product certification license. For some products various Indian government ministries/departments/agencies makes its compulsory to have BIS certification.
Towards this, BIS launched its Product Certification Scheme for overseas manufacturers in the year 2000, which is called Foreign Manufacturers Certification Scheme. Under the provisions of this scheme, foreign manufacturers can seek certification from BIS for marking their product(s) with BIS Standard Mark. The foreign manufacturer needs to appoint an Authorized Indian Representative who will be an Indian Resident to act as an agent between BIS and the manufacturer. Depending on the product, the manufacturer has to imprint one of two possible marks on the product label. The Standard Mark or the ISI Mark.
The Standard Mark is compulsory for certain types of electronics and IT goods, whereas the ISI mark is mandatory for product categories such as cement, household electrical products, food products, steel materials, etc. The ISI mark is also used for several voluntary BIS certification product categories.
There are two types of BIS standards certificate.
BIS ISI-(I) certificate
which includes factory inspection. Foreign Manufacturers Certification Division (FMCD) issues BIS ISI certification to foreign manufacturers. Since 2000, this authority has been responsible for BIS certification. The rules and regulations under which ISI certification is granted are set out in the Foreign Manufacturers Certification Scheme (FMCS). All products conforming to FMCS regulations are marked with the ISI logo, also known as the 'BIS Standard Mark' or 'ISI Mark' as per ISI Mark Scheme I.
BISCRS Certificate (Scheme II)
This certificate is without factory inspection. BIS registration under CRS (Compulsory Registration Scheme) was introduced in 2012 for 15 product categories. Since then, new products have been added in stages. According to the regulations published by the Ministry of Electronics and Information Technology (MEITY), foreign products for the Indian market can also get BIS registration. BIS-CRS registration mainly covers products in the IT, electronics and lighting categories, but the list of products subject to registration is constantly expanding. This makes the BIS registration under CRS one of the most important and common registrations in India.
Step 1 - Service Agreement with AIR (Authorized Indian Representative) and
the Foreign Manufacturer.
Step 2 – Application Preparation and submission to BIS Dept. and deposit Govt. Fee.
Step 3 – Application verification by BIS team and ask for additional info, if required.
Step 4 – Nomination of BIS Senior officer for Factory Visit, Deposit Official Visiting fee etc.
Step 5 – Check the Manufacturing Facility and product as per BIS standard.
Step 6 – Sample testing in BIS accredited lab in India.
Step 7 – If found OK, Grant of BIS Certification and submission of addition documents, as
required.
